Baseline: «Framtida er nå»: Kartlegging av ledernes oppgaver og tidsbruk i Stange kommunes barnehager og skoler

Norsk: Denne baselinerapporten for Stangeprosjektet «Framtida er nå» er gjennomført for å kartlegge omfang og typer av
ledelsesoppgaver som lederne i kommunen bruker tid på i dag. Senter for praksisrettet utdanningsforskning (SePU)
ved høgskolen i Hedmark har gjennomført oppdraget for Stange kommune. Kommunen har etablert prosjektet for å
møte de utfordringene kommunen står ovenfor i utdanningssektoren. Hovedformålet med kartleggingen er å finne
frem til hvordan lederne i barnehage og skole vurderer og prioriterer sine oppgaver.
Kartleggingen ble gjennomført ved QuestBack som en spørreundersøkelse av alle lederne i kommunen. I presentasjonen
gjøres det sammenligninger med tidligere undersøkelser om tidsbruk i skolen (Bonnesrønningen mfl. 2008,
Borge mfl. 2009, Haugsbakken og Mordal 2009, Johannesen mfl. 2009, Strøm mfl. 2009, Tidsbruksutvalget 2009),
etter hva vi kjenner til er det ikke tidligere gjennomført undersøkelser om tidsbruk i barnehagen.
Kartleggingen viser at det brukes mye tid til administrative oppgaver i ledelsen, det brukes vesentlig mindre tid til
pedagogisk ledelse, særlig blant rektorene sammenlignet med styrerne. Tid til dokumentasjon brukes det forholdsvis
lite av, men de aller fleste av lederne i barnehagene og skolene synes de bruker passe med tid til disse oppgavene.
Nasjonalt mente imidlertid rektorene at de brukte for mye tid til disse oppgavene.
Både i Stange og i de nasjonale undersøkelsene om tidsbruk mente rektorene at det ble brukt for lite tid til å utvikle
lederkompetansen, styrerne i barnehagene fremhevet også det, og nær 30 % av lederne har ikke lederutdanning eller
bare kortere kurs. Hovedbildet er at styrerne og rektorene mente at de brukte passe med tid til de ulike gjøremålene
de ble spurt om med unntak av faglig utvikling av lederkompetansen og lokalt planarbeid som de også mente at de
gjorde for lite av. På den annen side mente de at det var delegert for mange oppgaver, så det kan være en vurdering
av hva som var mulig.
Det gjennomføres evalueringer av arbeidsmiljø og lærings- og utviklingsmiljø både i barnehager og skoler, men
kommunen kan forbedre bruken av disse evalueringene for å endre praksis. I den nasjonale tidsbruksundersøkelsen
understrekes behovet for god ledelse på alle nivåer. Stangeundersøkelsen viser vesentlig større tillit til det lokale eierskapet
enn i den nasjonale undersøkelsen. Kommunens ledelse ga uttrykk for at både styrerne og rektorene hadde
stor frihet til å omdisponere innenfor budsjettet med unntak av å opprette stillinger, bare de holdt budsjettet. Et
flertall av styrerne og mange av rektorene ga uttrykk for begrenset handlingsrom på de fleste av områdene, med et
par unntak for rektorgruppen. En mulig forklaring kan være at tradisjonene er sterke og kan gjøre handlingsfriheten
mindre. Kravet om å holde budsjettet kan i tillegg gjøre handlingsfriheten mindre reell. Likevel var det en klar forskjell
mellom svarene fra styrerne og rektorene i Stange, sammenlignet med de nasjonale undersøkelsene blant lærere og
rektorer (Johannesen mfl. 2009). English: This baseline report for the project «Future is Now» in Stange municipality is conducted to find out the time-use, scale
and types of management tasks undertaken by leaders in the municipality. The Centre for Studies of Educational
Practice (SePU) at Hedmark University College has been commissioned by Stange municipality. The project seeks to
address to meet challenges faced by the municipality in the sector of education. The main purpose of this survey is
to find out how leaders in the kindergartens and in schools judge and prioritize their tasks.
The survey was conducted by QuestBack with all the leaders in the community receiving the questionnaire. The questions
make comparisons with previous larger surveys in Norwegian schools possible (Bonnesrønningen et al. 2008,
Borge et al. 2009, Haug Bakken and Mordal 2009, Johannessen et al. 2009, Power et al. 2009, Tidsbruksutvalget
2009). Moreover, as far as we know such a survey hasn’t been conducted previously with regard to kindergartens.
The survey points out that a lot of time goes to administrative duties in the management of kindergarten and school
in the municipality. The leaders use considerably less time on educational leadership, especially among principals
compared with the heads of the kindergartens. Time used on documentation was relatively little, but most of the
leaders in kindergartens and schools seem to be comfortable with the time they spend on these tasks. The principals
in the national report indicated that they spent too much time on these tasks.
Both in Stange municipality and in the national surveys the principals thought that they spent too little time on the
development of leadership skills and management, the head of kindergartens also stressed this point, with only
30 % having attended management education courses. The overall picture is that the heads of the kindergartens
and principals in schools believed that they used enough time on the various tasks they were asked about, with the
exception of professional development of leadership skills or management and local planning, where they believed
that they were doing too little of such tasks. On the other hand, they felt that they were delegated too many tasks,
and this might colour their judgement of what was possible.
The survey includes questions about assessment of the working environment and the environment for learning and
development, and both kindergartens and schools in the municipality could improve the use of such assessment to
change current practice. In the national survey the need for good governance of leadership at all levels was emphasised.
The survey in Stange municipality indicates greater confidence in the local ownership than in the national
survey. The municipal managers stated that both the heads of the kindergartens and the principals in schools had the
freedom to re-allocate the budget with the exception of creating new jobs, and that they sought to meet budgetary
demands. A majority of the heads in the kindergartens and many of the principals in schools talked of constraints in
most areas, with a few exceptions for the principal group. A possible explanation could be that traditions are strong
and less freedom of action actually exists. The requirement to meet the budget can also mean that the degree of
freedom is less real, as their judgements indicate. Yet there was a clear difference between the responses from the
heads of the kindergartens and principals in schools in Stange municipality compared to the national study among
teachers and principals (Johannesen et al. 2009).
