Har 22.juli hendelsene og Gjørv-kommisjonens rapport hatt betydning for måten Politiet styres og ledes på?
Abstract
Denne oppgaven tar for seg hvorvidt hendelsene 22.juli og om Gjørv-kommisjonens konklusjoner er å betrakte som en uavhengig variabel for endring av ledelse i Politiet. Utgangspunktet ble å ta for seg Gjørv-kommisjonens rapport om forhold som knytter seg til styring og ledelse, og se hvordan dette blir tatt med i påfølgende utredninger og til slutt Nærpolitireformen. Og deretter se hvordan et utvalg ledere i Politiet har opplevd dette selv. For å belyse dette så ble tatt utgangspunkt i organisasjonsteorien som knytter seg til instrumentelle og institusjonelle styringsperspektivene. Gjennom å bruke disse styringsperspektivene i tre forskjellige hypoteser har man belyst at Gjørv-kommisjonens konklusjoner har hatt en effekt på styring og ledelse i Politiet. Det er derimot vanskelig å stadfeste om endringen i Politiet skyldes trender i samfunnet for øvrig eller utelukkende kommisjonens konklusjoner. Denne oppgaven har belyst at 22.juli hendelsene og Gjørvkommisjonen satte fokus på et viktig tema som flere anerkjente som utfordrende før de grusomme hendelsene inntraff i juli 2011. Derfor er det naturlig å se på disse hendelsene som en katalysator for de endringene som kom i etterspillet. Engelsk sammendrag (abstract)
This thesis addresses whether the events of 22 July and whether the Gjørv Commission's conclusions are to be regarded as an independent variable for change in leadership in the Police. The starting point was to address the Gjørv Commission's report on matters related to management and leadership, and see how this is included in subsequent reports and finally the Local Police Reform. And then see how a selection of leaders in the Police have experienced this themselves. To shed light on this, the starting point was the organizational theory that relates to the instrumental and institutional management perspectives. By using these management perspectives in three different hypotheses, it has been highlighted that the Gjørv Commission's conclusions have had an effect on management and leadership in the Police. On the other hand, it is difficult to confirm whether the change in the Police is due to trends in society in general or solely to the Commission's conclusions. This thesis has highlighted that the July 22 incidents and the Gjørv Commission focused on an important topic that several recognized as challenging before the horrific incidents occurred in July 2011. Therefore, it is natural to look at these incidents as a catalyst for the changes that came in the aftermath.
