Evaluering av Sekretariatet for etter- og videreutdanning i samfunnsplanlegging (SEVS)

Abstract

Norsk: Formålet med denne evalueringa er å etterkomme punktet i samarbeidsavtalen til Sekretariat for etter- og videreutdanning i samfunnsplanlegging (SEVS), om at SEVS-arbeidet skal evalueres en gang i løpet av avtaleperioden 2022 – 2025. Styret har bedt om en avgrenset evaluering med utgangspunkt i målsetningene i samarbeidsavtalen. Evalueringsarbeidet har bestått i å analysere relevante dokumenter som arbeidsplaner med budsjett, styremøtereferat og årsrapporter med regnskap. I tillegg er 28 personer blitt intervjuet, der de langt fleste har vært eller er styremedlemmer, eller har arbeidet eller arbeider i sekretariatet. Hovedavmeldinga til de flesta av de som er intervjuet er at de er fornøyd med SEVS, både som idé og som praksis. Samarbeidet har funnet sin form mht medlemskap, styrearbeid, sekretariat og hovedaktiviteter. Det er samtidig mange som melder ønske om økt aktivitet, forsterke sin ambisjon om å sikre nok og relevant kompetanse inn i all samfunnsplanlegging. Når det gjelder spørsmålet om flere medlemmer, er det oppsummerte hovedinntrykket at intervjupersonene er delt i to hovedgrupper – de som er fornøyd med dagens medlemstall og sammensetning, og de som mener flere departement som spiller sentrale roller i samfunnsplanlegging bør delta i SEVS-samarbeidet. Denne to-delinga kan nok henge noe sammen med ulikt syn på hva som bør være samfunnsplanleggingens tema og ambisjoner. Flere av intervjupersonene påpeker at styremedlemmene bør bidra mer aktivt inn i styrearbeidet. SEVSsekretariatet markerer klare ambisjoner om å forbedre og forsterke eksisterende aktivitet. Denne rapporten munner ikke ut i noen oppsummerende konklusjoner og tilrådinger, men peker på problemstillinger som det synes fornuftig å ta opp til diskusjon i SEVS-styre og sekretariat. Rapporten munner ut i forslag til noen avklaringer inn i arbeidet med ny samarbeidsavtale. Et tema for avklaring er arbeids- og ansvarsfordeling mellom SEVS-styret, SEVS-sekretariatet, og de enkelte partene i SEVSsamarbeidet som departementene – KS – FUS (Forum for utdanning i samfunnsplanlegging) – FKP (Forum for kommunal planlegging). Et annet tema er de ulike rollene til KS som styremedlem, som arbeidsgiver med personalansvar for SEVS-sekretariatet og som ‘huseier’ for kontorlokalitetene til SEVS-sekretariatet. Et tredje tema er avklaring av SEVSs ambisjoner og roller på EVU-området. Et fjerde er hva SEVS skal legge av innhold i begrepet samfunnsplanlegging. Et femte punkt er om en kan gjøre årsmeldingene til noe mer enn hovedsakelig å være ei aktivitetsmelding.

English: The purpose of this evaluation is to comply with the requirement in the cooperative agreement with the Secretariat for Continuing Education in Planning (SEVS in Norwegian) that the tasks of SEVS are to be evaluated once during the agreement period 2022 – 2025. The board has requested a limited evaluation based on the objectives of the cooperative agreement. The evaluation has consisted of analyses of such relevant documents as work plans with budgets, minutes from board meetings, and annual reports with accounts. In addition, twenty-eight people have been interviewed, the vast majority of whom have been or are board members, or have worked or are working in the secretariat. The main comment from most of those interviewed is that they are satisfied with the SEVS, both as an idea and as a practice. The collaboration has found its form regarding membership, board work, the secretariat, and main activities. At the same time, there are many who express a desire for increased activity in order to strengthen their aim to ensure sufficient and relevant competence in all aspects of community planning. When it comes to the issue of more members, the main impression is that the interviewees are divided into two main groups: those who are satisfied with the current membership numbers and composition, and those who believe that more ministries that play central roles in community planning should participate in the SEVS collaboration. This division can probably be linked to different views on what the themes and ambitions of societal planning ought to be. Several of the interviewees point out that the board members should contribute more actively to the board’s work. The SEVS secretariat highlights clear ambitions to improve and reinforce existing activities. This report does not offer any summary conclusions and recommendations, but instead calls attention to issues that the SEVS board and secretariat should discuss. The report concludes with proposals for some clarifications in the work toward a new collaborative agreement. One topic for clarification is the distribution of work and responsibility between the SEVS board, the SEVS secretariat, and the individual members in the SEVS collaboration, such as the ministry – KS - , the Norwegian Association of Local and Regional Authorities (KS), the Forum for Planning Education (FUS), and the Forum for Municipal and County planning (FKP). Another topic is the various roles that the KS has – as board member, as employer with personnel responsibility for the SEVS secretariat, and as owner of the offices of the SEVS secretariat. A third theme is clarificafion of SEVS’s ambitions and roles in the area of “Continuing education”. A fourth is what the SEVS should add to the concept of societal planning. A fifth point is whether the annual reports can be developed into something more than what is now, which is mainly an activity report.
