dc.description.abstractI både norsk og internasjonal sammenheng har global oppvarming og behov for utslippsreduksjon av klimagasser vært et av de store politiske temaene. De siste årene har også byggesektoren blitt en del av klimadebatten, og utredninger viser at sektoren har et stort potensiale for utslippskutt og en mer klimavennlig produksjon. Denne oppgaven er en kvalitativ studie av utviklingen av en miljøstrategi med klimafokus i Statsbygg. Problemstillingen tar sikte på å gi en beskrivende og forklarende analyse av hva som forklarer endringen i Statsbyggs miljøpolicy. I oppgaven argumenteres det for at Statsbygg over tid utviklet en miljøstrategi som hadde som mål å imøtekomme politiske målsetninger om reduserte klimagassutslipp uten at det har vært sterke økonomiske insentiver eller sterke sentrale krav til virksomheten. Hovedfunnene i oppgaven viser at ulike forhold har innvirket på endringen i Statsbyggs miljøstrategi, men at det var faktorer innad i organisasjonen som fungerte som drivkraft for endringene. Med utgangspunkt i policy- og implementeringsteori har jeg skissert tre ulike forklaringsmodeller. To av tilnærmingene forklarer policyendring som en sentralt styrt prosess, mens en forklarer det som en lokalt styrt prosess. Tekst- og dokumentanalyse, deltagende observasjon og intervjuer med sju strategisk utvalgte informanter har vært underlag for datamaterialet. Siden Statsbygg er min arbeidsgiver har dette preget datainnsamlingen. De empiriske funnene viser at eierstyring, politiske signaler og EU- direktiver har hatt innvirkning på endringen av miljøpolicy hvor klimaperspektivet har blitt fremtredende. Allikevel virker den største drivkraften å være organisasjonen selv, som initierte og utarbeidet en ny miljøstrategi på bakgrunn av en dreining innen norsk og europeisk miljø- og klimapolitikk. dc.description.abstractEngelsk sammendrag (abstract): Global warming and climate change have been important issues on the political agenda both in Norway an internationally. In the last decade the building construction industry has also become a part of the climate debate, and studies show huge potential for reducing green – house gas emissions in the sector. The thesis is a qualitative study of the development of an environmental strategy in Statsbygg where climate is the main focus of the policy. The research question aims to describe and explain the change in the environmental policy of Statsbygg. I argue that Statsbygg developed an environmental strategy that aimed to address national political objectives of reducing GHG emissions without being subjected to strong economic incentives or centrally formed control- and- demand policies. My main findings suggest that different factors have influenced the change in policy, but that the most important catalyst for change was the organization itself. Based on policy- and implementation theory, the analytical framework gives three different perspectives on policy- formation. Two of the approaches explain the change in policy as a top- down, centralized process, while one approach explains policy change as a bottom- up, local process. Text- and document analysis, participating observation and interviews with seven key informants is the data material. As Statsbygg is my employer, my position has given me insight and knowledge of this process in a different way than the ordinary fieldwork or study. The empirical findings suggest that political demands, governance and EU directives have had influence on the change that has occurred in environmental policy, where the climate perspective is given prominence. Still, the organization seems to be the main driving force behind the change, through initiating and developing a new climate strategy based on trends in Norwegian and European environmental and climate politics. Over time, a policy change has occurred where both the organization and decision- makers has changed politics and practice.en
