dc.description.abstractRegnskapsføring er et viktig styringsredskap i organisasjoner. Bakgrunnen for vår masteroppgave er representantforslag 73 S 2011-2012 hvor forslagsstillere fra FrP ber regjeringen legge frem en sak om å innføre periodiseringsprinsippet i offentlig sektor. I oppgaven valgte vi å fokusere på regnskapsmodellen for kommunal sektor. Målet med oppgaven er å finne ut hvilke regnskapsprinsipper er hensiktsmessig å benytte i kommune-Norge. Hypotesen i oppgaven lyder som følger: Dagens kommuneregnskap gir et bedre grunnlag for økonomistyring av fellesskapets midler enn hva regnskapslovens modell gjør. Problemstillinger som vi har valgt bekrefter vår hypotese. Hovedfunnene var at dagens kommuneregnskap gir en god oversikt over de tilgjengelige ressurser og bruken av disse. Dette regnskapssystemet egnet til god politisk styring av inn- og utbetalinger gjennom budsjettet som er sterk koblet til regnskap. Vi kunne også bekrefte at endring av kommuneregnskapet til regnskapslovens modell ikke vil endre vedlikeholdssituasjonen i kommunal sektor. I oppgaven argumenterer vi for at det ikke vil være hensiktsmessig å endre kommuneregnskapet til regnskapslovens modell hvor prinsippene sikrer regnskapsdata som er ment å tilfredsstille behovene til beslutningstakere i privat sektor. Vi konkluderer med at dagens kommuneregnskap gir minst like god oversikt over eiendeler, egenkapital og gjeld som balanse i regnskapslovens modell. Egenkapitalfokuset må ikke bli sterkere i kommuneregnskapet på bekostning av informasjon om likviditet.. Kommuneregnskapet gir totalt sett mer informasjon enn regnskapslovens regnskap og dette gjenspeiler kompleksiteten av kommunenes aktiviteter. Som følge av dokumentanalyse og caset konkluderer vi med at selv om kommuneregnskapet benytter andre periodiseringsprinsipper enn regnskapslovens regnskap, gir det informasjon om kapitalkostnader og hva det koster å drive offentlig virksomhet. Vi har ikke funnet grunnlag for å hevde at regnskapslovens modell gir bedre økonomistyring i kommunal sektor.no_NO
dc.description.abstractEngelsk sammendrag (abstract): Profitable welfare? Change of budget- and account model in public sector. Engelsk sammendrag (abstract) Accounting is an important management tool in organizations. Our study is based on a representative suggestion from proponents of the Norwegian political party Fremskrittspartiet, asking the government to present a case of introducing accrual accounting in the public sector. In this study, we chose to focus on the account model for the municipal sector. The main purpose of this study is to determine which accounting principles that are appropriate to use in municipalities in Norway. Our conclusions are based on the data made by health authorities. The hypothesis of the thesis is: The current municipal accounting system provides better basis for financial management of the community assets than statutory accounting model does. Our conclusions are confirmed by our hypothesis. The current municipal accounting system provides a good overview of the available resources and their use. This accounting system is suitable for good political management of out drawings and payments through the budget that is strong connected to accounts. We could also confirm that a change of municipal accounts to statutory accounting model will not change the maintenance situation in the municipal sector. In this thesis, we argue that it would not be appropriate to change the municipal accounts to the statutory accounting model. Principles of the latter ensure accounting data that is intended to meet the needs of decision-makers in the private sector. We conclude that the current municipal accounting provides at least as good overview of the assets, equity and liabilities as balance in the statutory accounting model. Focus on equity must not be stronger in municipal accounts at expense of information on liquidity. Municipal accounts provide overall more information than the statutory accounts and this reflects the complexity of local government activities. As a result of the document analysis and the case study, we conclude that although local accounts use other accrual accounting principles than statutory accounting model, the municipal accounts give information about capital costs and costs of running public services. We have no basis to claim that statutory accounting model improves financial management in the public sector.en
