dc.description.abstractNorsk: Sør-Østerdal omfatter kommunene Elverum, Engerdal, Stor-Elvdal, Trysil og Åmot. Den samlede befolkning i området er 35 000, som er forholdsvis lite. Det samlede landareal er ca 9 000 km2, som er stort, slik at det tilsvarer nesten det dobbelte av det samlede areal til Oslo og Akershus, eller ca 23 prosent av Danmark. Det bør derfor ikke være overraskende at sammenslutning av disse fem kommuner eller undergrupper av dem, verken bidrar til å redusere kommunale utgifter eller forbedre befolkningens velferd. Det er således forholdsvis åpenbart at det ikke er behov for å gjennomføre en nytte-kostnadsanalyse. Interkommunalt samarbeid vil på visse områder kunne være utgiftsbesparende uten at tjenestekvaliteten blir redusert. Det eksisterer noen former for slikt samarbeid og ytterligere samarbeid kan være fordelaktig. Disse spørsmål er ikke behandlet inngående på grunn av tidsnød. Et politisk samarbeid mellom folkevalgte i de fem kommuner kan være meget fordelaktig for innbyggerne når det gjelder interessekonflikter med den norske stat og andre kommuner.en
dc.description.abstractEnglish: Southern Østerdal comprises the municipalities of Elverum, Engerdal, Stor- Elvdal, Trysil and Åmot. The total population is about 35 000, which is rather low. The total land areal is approximately 9 000 km2, which represents about 23 per cent of Denmark. The travelling distances north–south is estimated to 150 km. On the background of this, it is not surprising that a collusion of these five municipalities or of subgroups of them, do not reduse municipal cost or improve municipal welfare. This is fairly obvious, and there is no need for a benefit-cost analysis. To a certain extent cooperation between these municipalities may reduse cost without injuring the qualities of the services. Some forms of cooperation exists and other forms might be beneficial. These questions are only touched, as no great benefits are expected. Political cooperation between politician in the five municipalities might however be very beneficial, as to take better care of the inhabitants’ interests in relation to other municipalities and the national state.
