English: This is the fourth evaluation report from the pilot-project «Short-time kindergarten free of charge for all four- and five-year-old children in Gamle Oslo», following eight of the children who started in the project kindergartens as four-yearolds through their first and second year in school. I have tested the pupils in order to get a picture of the progress in their second-language skills at the end of second grade, and how they manage in school. Based on the research of Thomas & Collier I have analysed the pupils second language skills. How do pupils with a minority language background manage in a majority speaking school situation? With the typology of bilingual education programs of Thomas & Collier. I have also analysed the project «Tilpasset norskopplæring med felles læreplan i norsk - likeverdig opplæring i praksis»” (Adapted education in Norwegian according to a common school curriculum - equal education in practice). The school authorities in Oslo have decided to no longer offer the subject «Norwegian as a second language», and to give all the pupils adapted tuition in Norwegian based on the same curriculum.
