Balansert målstyring i Elverum kommune. -en studie av implementering og bruk av balansert målstyring som styringsverktøy i Elverum kommune

Abstract

Bakgrunnen for masteravhandlingen «Balansert målstyring i Elverum kommune» var forfatterens interesse for styringssystemer i offentlig sektor. Forfatteren har bakgrunn fra flere kommuner som på hver sin måte har benyttet balansert målstyring (BM) i ulike versjoner. Elverum kommune startet implementeringen av BM for over ti år siden og en evaluering av hvordan dette styringsverktøyet blir benyttet i dag syntes også kommunens administrative ledelse var betimelig. Datagrunnlaget for denne studien er innhentet ved hjelp av en spørreundersøkelse blant kommunens ledere på strategisk nivå, sektornivå og enhetsnivå, samt intervju med fire av kommunens erfarne politikere. Spørreundersøkelsen er utviklet i samarbeid med veileder, professor Erik Mønness ved Høgskolen i Hedmark og informasjons- og kommunikasjonsrådgiver Kate Elizabeth Franklin Langsethagen i Elverum kommune. Det var 74 % av lederne som besvarte den digitale undersøkelsen. Resultatene fra spørreundersøkelsen er i hovedsak gjengitt ved hjelp av histogrammer og beskrivende tekst. Teorigrunnlaget viser at BM bygger på tanker om en modernisering av offentlig sektor som New Public Management brakte med seg. BM utviklet seg i kjølvannet av denne moderniseringsbølgen og Elverum kommune har da også gjennomgått en betydelig «modernisering» med innføring av nye styringsverktøy de siste par tiår. Sentrale verktøy som BM med sine målekort for rapportering til politikerne og Demings – sirkelen benyttes. Likevel viser et hovedfunn i studien at veldig mange ledere ikke er fornøyd med BM, slik det benyttes i dag. Årsaken til dette mener forfatteren ligger i problemer med å operasjonalisere fra styringsparametere over til måleparametere og en for lite dynamisk bruk av styringsverktøyet. Det synes også som om lederne arbeider i henhold til hovedlinjene i BM, men at fokuset på økonomi fort kan komme på bekostning av et holistisk syn på sin egen organisasjon. Forfatteren konkluderer med at det synes å være et behov for en gjennomgang og en revitalisering av BM som styringsverktøy i Elverum kommune. Dette for å klargjøre for dagens ledere hvordan styringsverktøyet er tenkt brukt i kommunen og for at hver enkelt leder skal få et tettere eieforhold til BM som styringsverktøy for sin egen organisasjon. Intervjuene med kommunens erfarne politikere synes å understøtte noen av funnene i spørreundersøkelsen. Særlig gjelder dette operasjonaliseringsproblemene av måleparametrene. Men siden for få informanter stilte opp for å la seg intervjue ble reliabilitet på denne delen av studien for svak.

Sammendrag engelsk (abstract): The focus in the post-graduate thesis ”The use of Balanced Scorecard in the municipality of Elverum”, was motivated by the author’s interest in management systems in public sector. The author has a background from working in several municipalities that in different ways have made use of Balanced Scorecard (BS) as a tool. The municipality of Elverum started implementing BS more than ten years ago and the administration there thought an evaluation on how it works today was appropriate. The data behind this study has been collected from a digital survey among the municipality’s executives on a strategic level, sector level and at the individual institutions as well as interviews with four experienced politicians. The survey has been developed in cooperation with mentor Professor Erik Mønness at the college Høgskolen in Hedmark, and Information and Communications Adviser Kate Elisabeth Franklin Langsethagen working for the municipality in Elverum. 74% of the executives answered the digital survey. The results from the survey are shown primarily in histograms and descriptive text. The foundation of the theory shows that BS is built on the idea of modernization for the public sector as influenced by New Public Management. BS developed in the wake of this wave of modernizing. The municipality of Elverum has also gone through a considerable modernization the last two decades by introducing more modern administrative tools. Central tools are used, such as BS’s scorecards for reporting back to politicians and the “Deming’s circle.” Still, the study shows that very many of the executives are not content with BS the way it is currently used. The reason for this, according to the author, may be due to problems of operationalizing the parameters of governing to parameters of measuring, and little dynamic use of the tool. Further, it seems as if the leaders work along the main lines of BS, but that the focus on economy can easily prevent a holistic view on the organization itself. The author concludes that there seems to be a need for an examination and a revitalization of BS as a tool in the municipality of Elverum in order to make it clear for current executives how this tool is meant to be used, and for each individual executive to attain a stronger commitment to BS as an administrative tool in their organization. The interviews with experienced politicians in Elverum seem to support some of the findings in the survey, especially when it comes to the problems of operationalizing the measuring parameters as described. However, due to the fact that too few informants participated in the survey, the reliability of this part of the study is too weak.
