dc.description.abstractNorske kommuners kultursatsing er mangfoldig. Det er store forskjeller, både på hva som prioriteres og på hvilke økonomiske ressurser som legges ned. Strukturelle og utenforliggende faktorer forklarer mye av årsaken til hvorfor noen kommuner rangeres høyt på den årlige undersøkelsen Norsk kulturindeks i regi av Telemarksforskning. Jeg ville derimot finne ut om det var fellestrekk ved måten høyt rangerte, relativt små kommuner organiserte og ledet kulturvirksomheten på. Jeg har derfor gjennomført en kvalitativ undersøkelse av lokal kulturforvaltning, med fokus på kulturlederens rolle, samarbeidsstrategier og handlingsrom, i fire mindre kommuner. I følge Norsk kulturindeks gjør disse kommunene det svært godt både totalt og i forhold til strukturelle forutsetninger. I tillegg ble gode resultater i kategoriene kulturskole, bibliotek og kino lagt til utvalgskriteriene. Kommunenes kultursjefer ble intervjuet, i tillegg til at relevant sekundærdata ble benyttet for å få en god nok oversikt over situasjonen. Hypotesen var at dyktige kulturledere med gode rammer rundt arbeidssituasjonen sin var en viktig medvirkende faktor for høy kvalitet på kulturtilbudet i kommunen. Ut fra dette ønsket jeg å kunne se om det var fellestrekk som kunne gi forklaringer på hvordan god kulturadministrasjon og ledelse kan legges opp. Dataene ble analysert ved hjelp av kvalitativ komparativ metode, og viste som forventet at utenforliggende årsaker forklarte mye. Det var likevel noen tydelige felles kjennetegn som i hovedsak må kunne forklares med administrative forhold. Respondentene var oppmerksomme på disse forholdene selv, og beskrev dem som vesentlige for god tjenesteproduksjon. Blant de viktigste funnene var at kulturlederne i undersøkelsen hadde gode påvirkningsmuligheter. Både på grunn av å de var organisatorisk plassert i rådmannens ledergruppe, og fordi de var dyktige til å formidle betydningen av kultur på en måte som fikk gjennomslag. Andre funn var at godt kvalifiserte medarbeidere og samlokalisering av kulturavdelingen ga høy motivasjon og godt samarbeid. Konklusjonen må på bakgrunn av dette bli at den enkelte kommune kan gjøre mye selv for å bidra til god kulturforvaltning og høy kvalitet på tjenestene.nb_NO
dc.description.abstractEngelsk sammendrag (abstract) The level of effort regarding culture in Norwegian municipalities varies. There are substantial differences, both priorities and what financial resources made available. Structural and external factors explains many of the reasons why some municipalities rank high on The Norwegian Cultural Index, the annual survey conducted by the Telemark Research Institute. I wanted to survey whether there were any common features in how highly ranked, relatively small municipalities organized and managed their effort in cultural activities. I have therefor conducted a qualitative survey on local cultural management, focusing on the role of cultural managers, cooperation strategies and flexibilities, in four small municipalities. According to the 'Norwegian Cultural Index 2016', these municipalities are doing well both in overall terms and relative to structural conditions. In addition, the selection criteria included good results in the categories of cultural school, library and cinema. The municipal culture managers were interviewed and relevant secondary data were used to get a good overview of the situation. The hypothesis was that skilled cultural managers with good frameworks for their work situation were an important contributing factor for high quality cultural services in the municipality. Based on this, I would like to see if there are common features that explains how good cultural management and management can be aligned. The data was analyzed using qualitative comparative methods, and external reasons explained a lot as expected. There were, nevertheless, some clear common features that can mainly be explained by administrative conditions. Respondents were aware of these circumstances themselves and described them as essential for good service offerings. Among the most important findings was that the culture managers attending the study had good opportunities for influence. Both because they were organizationally placed in the councilor's management team, and because they were able to convey the importance of culture to decision makers. Other findings were that well-qualified employees and collocation of the cultural departments resulted in high motivation and good cooperation. To conclude, individual municipalities can do a lot themselves to contribute to good cultural management and high quality of services.nb_NO
