dc.description.abstractNorsk sammendrag Tittel: «Lovpålagt folkehelsearbeid og innovasjon» – en kvalitativ studie i en kommune Hensikt: Studien beskriver hvordan de som leder og koordinerer folkehelsearbeidet i en kommune, forstår og opplever innovasjon og innovasjonsprosesser i utviklingen av lovpålagt folkehelsearbeid. Bakgrunnen for studien er interesse for om folkehelseloven gjør kommuner mer innovative for å møte mangfoldige samfunnsutfordringer. Teori: Teori for innovasjonssystem er lagt til grunn for å forstå hvordan innovasjon oppstår, og for å analysere relasjoner og interaksjoner mellom organisasjoner i prosesser forbundet med lovpålagt folkehelsearbeid. I tillegg har en teoretisk modell, såkalt Triple Helix, blitt benyttet for å illustrere hvor innovasjoner oppstår i samhandling mellom aktørene akademia, næringsliv og offentlig sektor. Metode: Studien er kvalitativ med et fenomenologisk perspektiv. Utvalget er strategisk av en kommune i Hedmark fylke som «case», og 6 deltaker mellom 30-70 år. Som data- innsamlingsstrategier ble kvalitativ semi-strukturert forskningsintervju brukt og analyse av offentlige dokumenter (kommuneplanens samfunnsdel og delplan for helse- og omsorg). Transkriberte intervjuer ble analysert av kvalitativ innholdsanalyse og offentlige dokumenter av kvalitativ dokumentanalyse. Resultat/konklusjon: Innovasjonskulturen oppleves som dynamisk og lærende og en vil få til innovasjon og samfunnsutvikling gjennom robust organisering. Den vanligste innovasjonen er å fornye gammel praksis. Ansatte læres opp for å utvikle tjenestetilbudet til en mer mangfoldig befolkning, og i helsesektoren bygges innovativ kultur via endrings- kompetanse. Utfordringer er mangel på innovasjonsplaner og handlingskompetanse i sektorer utenfor helse. Innovasjonsforståelsen er mer variert. Det råder lav teoretisk kunnskap om innovasjon, innovasjonsbegrepet blir lite brukt selv om det jobbes med nytenking. Innovasjon oppleves å oppstå når det leder til en forbedring, et produkt eller en ny praksis gjennom samhandling for å få en verdi for flere. Hindringer for innovativt folkehelsearbeid er mangel på folkehelse- koordinator, mandat for komplekse beslutninger, overordnet budsjett, det diffuse rapporeringsgrunnlaget, samt fag- og språkoversettelsesutfordringer. Drivkrefter består av trang økonomi, lederstøtte, tid og fagmiljøer. Folkehelseloven oppleves både fremmende og hemmende for innovativt folkehelsearbeid. Begreper og elementer beskriver innovasjonsprosesser og viser ulik grad av innovasjon. Innovasjonsaktivitetene viser nyanser i et folkehelseperspektiv; psykisk helse praktiserer utenfor den tradisjonelle tenkningsrammen, oppvekstsektoren satser på enhetlig skole med fult utdanningsløp som krever nytenking, samarbeid og dialog. Satsingen av nytt sykehjem skal manøvreres kunnskapsbasert, sammenvevet med erfarings- og brukerkunnskap. Det er et behov for fremtidige studier på temaet og nyanser, da tidligere litteratur er vag. dc.description.abstractEngelsk sammendrag (abstract) Titel: “Statutory Public Health Work and Innovation” – a qualitative study in a municipality Aim: The study describes how those who lead and coordinate public health work in a municipality, understand and experience innovation and processes in the development of statutory public health work. The background for the study is an interest in whether the public health act makes municipalities more innovative to meet diverse societal challenges. Theory: Theory of innovation systems is the basis for understanding how innovation occurs and analyzing relationships and interactions between organizations in processes associated with statutory public health work. In addition, a theoretical model called Triple helix, has bees used to illustrate how innovations arise in interaction between academia, business and public sectors from a macro-perspective. Method: The study is qualitative with a phenomenological perspective. Strategy selection is a municipality in Hedmark county as a "case" and six informants between 30-70 years. As data-gathering strategies, qualitative semi-structured research interviews were used and analysis of public documents (municipal plan and sub-plan for health and care). Transcribed interviews were analyzed by qualitative content analysis and public documents of qualitative document analysis. Result and conclusion: Innovation culture is experienced as dynamic and educational and one will gain innovation and community development through robust organization. The most common innovation is to renew old practices. Employees are taught to develop services to a more diverse population, and in the health sector, innovative culture is built through change skills. Challenges are lack of innovation plans and action skills in non-health sectors. Innovation understanding is more varied. There is low theoretical knowledge of innovation and the use of innovation concept is uncommon, even though it is working with innovation. Innovation is experienced when it leads to an improvement, product or new practice through interaction to gain value for more. Obstacles to innovative public health work are a lack of public health coordinator, mandate for complex decisions, overall budget, diffuse reporting base, as well as language and translation challenges. Driving forces consist of tight economy, management support, time and professional environments. The public health act is both encouraging and inhibitory for innovative public health work. Concepts and elements describe innovation processes and show different degrees of innovation. Innovation activities present nuance in a public health perspective, for example psychology service practices outside the traditional thinking and the growth sector focuses on unified school with full education that requires innovation, collaboration and dialogue. The establishment of new nursing homes should be maneuvered knowledge-based, interwoven with experience and user knowledge.
