dc.description.abstractTemaet for denne masteroppgaven er etterforskeres opplevde status internt i politiet. Etterforskningens status har særlig det siste tiåret vært gjenstand for oppmerksomhet i media, hos Riksadvokaten og Politidirektoratet. Lite forskning på tematikken, samt en rekke innførte strukturelle tiltak i politiet de siste årene, gjør problemstillingen særlig interessant. Formålet med studien er å få en forståelse av hvordan fenomenet stiller seg i dag basert på informasjonsrike skildringer tuftet på etterforskernes egne opplevelser. Videre ønsket vi å undersøke opplevd status blant generalister og spesialister innen etterforskning, hvordan de reflekterer rundt sin rolle, og hvorvidt de opplever enkelte av tiltakene i etterforskningsløftet som statushevende. Masteroppgaven har et kvalitativt design og lite forskning på tematikken åpnet for en eksplorerende tilnærming. Videre kombinerer studien en induktivt tilnærming med et deduktivt tilsnitt. Datamaterialet bygger på semi-strukturerte individuelle dybdeintervju med tolv etterforskere fra Innlandet og Oslo Politidistrikt. Informantene var alle ansatt i grunnstillinger fra grad politibetjent 1 til politibetjent 3 med etterforskning som hovedoppgave. Datamaterialet ble analysert med tematisk tekstanalyse. Studien resulterte i følgende tre temaer; 1) en opplevelse av lav status internt, men i mulig endring 2) spesialister på toppen av statushierarkiet 3) motiverte idealister hemmet av strukturelle faktorer. Funnene ses i lys av instrumentell og institusjonell teori, Scheins forståelse av organisasjonskultur, samt sosiologisk og kriminologisk empirisk forskning. Våre resultater viser til at etterforskningsfaget som helhet er forbundet med lav status internt i politiet, til fordel for det mer akutte og operative arbeidet. Dette kan dels forklares ut fra strukturelle forhold, men også kulturelle mønstre og holdninger. Økt fokus på etterforskningsfaget, og en rekke innførte tiltak, kan imidlertid tenkes å ha en positiv endring i opplevd status blant etterforskere. Et sentralt funn i oppgaven er at status er betinget av spesialisering, kompetanse og alvorlighetsgraden på saksfelt. Mens generell etterforskning er oppfattet som et startsted for nyutdannede, er derimot spesialiserte etterforskningsavdelinger forbundet med høy status. Til tross for at etterforskerne møter på strukturelle barrierer og opplever lav status, beskriver de seg selv som faglige motiverte medarbeidere som higer etter å løse straffesaker.en_US
dc.description.abstractAbstract (engelsk sammendrag) The topic of this master’s thesis is the perceived status of investigators internally in the police. The status of the investigation field has especially over the last decade received increased attention in the public media, as well as with the Attorney General and the Norwegian Police Directorate. Scarce research in combination with several structural changes implemented in the police over the recent years, makes the subject particularly interesting. The aim of the study is to obtain an understanding of how the phenomenon stands today based on informative descriptions from the investigators' own experiences. The thesis further examines the perceived status among generalists and specialists within the investigation field, how they reflect upon their role, and whether some of the structural changes following the investigation reform is perceived as status-enhancing. The thesis has a qualitative design and scarce research opened for an exploratory approach. The study combines an inductive design with a deductive incision. The data material is based on semi-structured individual in-depth interviews of twelve investigators at Innlandet and Oslo Police district, with subsequent thematic text analysis. The informants were all employed in the rank of police officer 1-3, with investigation as their main task. The analysis resulted in three key-findings: 1) a perception of low internal status, but possibly in change 2) specialists at the top of the status hierarchy 3) motivated idealists inhibited by structural factors. The findings are discussed in light of instrumental and institutional theory, Schein´s understanding of organizational culture, as well as sociological and criminological empirical research. Our results indicate that the investigative field is overall associated with low internal status in the police, in favour of the more acute and operative-related work. This can partly be explained by structural conditions, but also cultural patterns and attitudes. Increased focus on the investigation field, and several implemented structural changes, may have resulted in an increased perceived status among investigators. One key-finding is that status among the investigators seems to be conditioned by specialization, competence and the degree of severity in the cases. While general investigation is perceived as the starting point for new graduates, specialized investigation departments are associated with high status. Even though the investigators encounter structural barriers and experience low status internally, they also describe themselves as highly motivated employees who aspire to solve criminal cases.en_US
