Biblioteket og de ansatte i møte med deg digitale

Abstract

Den digitale utviklingen de siste 20-30 årene har ført til store endringer i samfunnet. Dette gjelder også bibliotekene. Man kan stille spørsmålstegn ved hvilken rolle biblioteket skal ha i den digitale tid. Vi går rundt med våre egne bibliotek i baklomma, og er alle mer eller mindre våre egne bibliotekarer. Hva skal vi med en bibliotekar når man selv kan google? Er det slik at biblioteket og bibliotekaren har utspilt sin rolle? Hva skal biblioteket tilby nå når romanlesing er blitt en aktivitet for spesielt interesserte, og hvis man skulle trenge en bok - hvorfor oppsøke biblioteket når man kan gjøre det fra sin egen stue? Dette ville jeg gjerne dykke litt nærmere ned i. Med bakgrunn som bibliotekar har jeg tatt med meg kunnskap og erfaring fra egen yrkespraksis. Denne er med på å danne bakteppet for masteroppgaven. ven. Problemstillingen i denne masteroppgaven handler særlig om tre områder hvor det foregår endringer i bibliotekene, og hvor alle kan forklares ut ifra digitaliseringen. Disse tre områdene er; de bibliotekansattes informasjonssøk, formidling og endringer i bibliotekets samlinger. Problemstillingen favner bredt, og rommer mange tema. Jeg vil primært undersøke hvordan disse endringene oppleves av dem som jobber i biblioteket. Oppgaven vil komme inn på hvilke digitale nyvinninger som har funnet sted i bibliotekene, og hvordan de er integrert i den daglige driften. Det vil også bli sett på hvilke føringer som er lagt i de nasjonale retningslinjene og lovgivninger, og hvordan de påvirker det daglige bibliotek-arbeidet. Oppgaven belyser hvordan pandemien påvirket og eventuelt fremskyndet digitale endringer og arbeidsmåter i biblioteket. I lys av dette drøftes de utfordringer og muligheter som biblioteket står overfor i møte med digitaliseringen, og hvordan dette påvirker rolleforståelsen til den enkelte bibliotekansatte. For å besvare problemstillingen er det viet plass til å beskrive den historiske utviklingen til norske folkebibliotek, og hvilken rolle myndighetene har spilt i forvaltningen av disse. Bibliotekene påvirkes av føringer lagt av myndighetene derfor vil to sentrale styringsdokumenter utarbeidet av myndigheten stå sentralt. Dette er «Rom for demokrati og dannelse – Nasjonal bibliotekstrategi 2020-2023», videre i teksten referert til som bibliotekstrategien, og «Én digital offentlig sektor: Digitaliseringsstrategi for offentlig sektor 2019-2025», videre i teksten referert til som digitaliseringsstrategien. Det ene styringsdokumentet omhandler myndighetenes konkrete strategi for bibliotekene og de retningslinjer som gis for hva slags funksjon bibliotekene skal ha i en digitalisert tid. Bibliotekets historiske linje i Norge vil derfor bli gitt ved å se på de ulike føringer og lover som har ledet fram til disse strategiene. The digital development in the last 20-30 years has led to major changes in society. This also applies to libraries. One can question what role the library should play in the digital age. We walk around with our own libraries in our back pockets, and are all more or less our own librarians. What do we do with a librarian when you can google yourself? Is it the case that the library and the librarian have played their role? What should the library offer now that novel reading has become an activity for those who are particularly interested, and if you need a book - why visit the library when you can do it from your own living room? I would like to dive a little closer into this. With a background as a librarian, I have brought with me knowledge and experience from my own professional practice. This helps to form the backdrop for the master's thesis. ven. The problem in this master's thesis is especially about three areas where there are changes in the libraries, and where all can be explained in terms of digitization. These three areas are; the library staff's information search, dissemination and changes in the library's collections. The issue is broad and covers many topics. I will primarily investigate how these changes are experienced by those who work in the library. The thesis will cover the digital innovations that have taken place in the libraries, and how they are integrated into daily operations. It will also be looked at what guidelines have been laid down in the national guidelines and legislation, and how they affect the daily library work. The thesis sheds light on how the pandemic affected and possibly accelerated digital changes and working methods in the library. In light of this, the challenges and opportunities that the library faces in the face of digitalisation are discussed, and how this affects the role understanding of the individual library employee. In order to answer the problem, space has been devoted to describing the historical development of Norwegian public libraries, and what role the authorities have played in their management. The libraries are affected by guidelines laid down by the authorities, therefore two central management documents prepared by the authority will be central. This is «Room for democracy and education - National Library Strategy 2020-2023», further in the text referred to as the library strategy, and «One digital public sector: Digitization strategy for the public sector 2019-2025», further in the text referred to as the digitization strategy. One management document deals with the authorities' specific strategy for the libraries and the guidelines that are given for what kind of function the libraries should have in a digital age. The library's historical line in Norway will therefore be given by looking at the various guidelines and laws that have led to these strategies.
