Politikontakt som plaster på såret – en organisasjonsteoretisk studie av politikontaktfunksjonen.

Abstract

I 2015 vedtok Stortinget politireformen hvor hovedmålene handlet om å utvikle et mer tilgjengelig og tilstedeværende politi med god lokal forankring og samhandling, med mer målrettet innsats på forebygging, etterforskning og beredskap.

Reformen fikk navnet "nærpolitireformen", til tross for at den innebar sterk grad av sentralisering og nedleggelse av et betydelig antall politilokasjoner. Som en del av reformen ble politikontaktordningen innført, hvor hver kommune fikk en dedikert kontaktperson i politiet med fokus på tverretatlig samarbeid og kriminalitetsforebyggende arbeid. Ordningen var ment som et bidrag til å styrke samarbeidet mellom politiet og kommunene, samt å kompensere for lensmannskontorene som ble nedlagt.

I denne oppgaven har jeg valgt å undersøke forhold rundt innføringen av politikontaktordningen og hvordan denne har påvirket politiets kriminalitetsforebyggende arbeid i Innlandet politidistrikt. Problemstillingen er derfor:

Hvordan har innføring av politikontaktordningen påvirket politiets kriminalitetsforebyggende arbeid i Innlandet politidistrikt?

For å belyse problemstillingen har jeg intervjuet respondenter fra politiet og kommuner, og gjort analyser av disse med utgangspunkt i tre organisasjonsteoretiske perspektiver.

Med bakgrunn i dette har jeg blant annet funnet at innføringen av politikontaktordningen har ført til et mer formalisert samarbeid mellom politiet og kommunene. Politikontaktordningen kan likevel oppfattes som et plaster på såret for nedleggelsen av lensmannskontorer i forbindelse med politireformen, samtidig som det har blitt et alibi for å kutte i andre forebyggende ressurser til fordel for operativ kapasitet og etterforskning i politietaten.

In 2015, Stortinget adopted the police reform, the main goals of which were to develop a more accessible and present police force with good local roots and cooperation, with more targeted efforts on prevention, investigation and emergency preparedness.

The reform was called the "nærpolitireformen", despite the fact that it involved a strong degree of centralization and the closure of a significant number of police locations. As part of the reform, the community police scheme was introduced, where each municipality was given a dedicated contact person in the police with a focus on interagency cooperation and crime prevention work. The scheme was intended as a contribution to strengthening cooperation between the police and the municipalities, as well as to compensate for the police stations that were closed down.

In this thesis, I have chosen to investigate the circumstances surrounding the introduction of the community police officer and how this has affected the police's crime prevention work in the Innlandet Police District. I present the following issue:

How has the introduction of the community police scheme affected the police's crime prevention work in the Innlandet Police District?

In order to explore the issue, I have interviewed respondents from the police and municipalities and conducted analyses of these based on three organizational theoretical perspectives.

Based on this, I have found, among other things, that the introduction of the community police has led to a more formalized cooperation between the police and the municipalities. The community police scheme can nevertheless be perceived as a compensatory measure following the closure of police stations in the police reform, while at the same time it has become an alibi for cutting other preventive resources in favor of operational capacity and investigation in the police service.
