Et tverrsektorielt samarbeid for å hjelpe sårbare ungdom.

Sammendrag

Hensikt: Ungdomskriminalitet er et dagsaktuelt tema som har fått stor mediaoppmerksomhet den siste tiden. Å kunne hjelpe ungdom som begår kriminalitet er et viktig samfunnsoppdrag som krever en samordnet og koordinert innsats fra flere instanser. Et tverrsektorielt samarbeid kan være utfordrende, og det er flere barrierer i dette arbeidet. Problemstillingen i denne studien er: «Hvordan opplever ansatte i kommunalt lavterskeltilbud samarbeidet med konfliktrådet i gjennomføring av ungdomsoppfølging og ungdomsstraff?»

Metode: Dette er en kvalitativ studie, med et sosial konstruktivistisk og hermeneutisk vitenskapelig perspektiv. Det er gjennomført seks individuelle semistrukturerte intervjuer med ansatte i kommunalt lavterskeltilbud for innhenting av empiri. Informantene jobbet i to ulike kommuner. Teori om samarbeid og tverrfaglig samarbeid er studiens teoretiske rammeverk.

Resultat: Det kommer frem fra informantene i denne studien at de opplever samarbeidet med konfliktrådet i gjennomføring av ungdomsreaksjonene svære ulikt. Informantene fra en av kommunen opplever et godt og konstruktivt samarbeid til nytte for de sårbare ungdommene. Den andre kommunen i denne studien har ikke lenger et samarbeid med konfliktrådet. Det kommer frem at de har hatt flere dårlige opplevelser.

Avslutning: Det kan tolkes som at de ansattes opplevelser hadde resultert i at den ene kommunen opplevde et godt og konstruktivt samarbeid, mens den andre kommunen hadde avsluttet sitt samarbeid om gjennomføring av straffereaksjonene. For å kunne hjelpe denne gruppen ungdom på best mulig måte og forebygge ny kriminalitet og utenforskap, er det viktig at det tverrsektorielle samarbeidet kontinuerlig jobbes med og forsterkes.

Purpose: Juvenile delinquency is a current and highly publicized issue that has received significant media attention recently. Assisting youth involved in criminal activities is an important societal mission that requires coordinated efforts from multiple agencies. Cross-sector collaboration can be challenging, and there are several obstacles to this work. The research question in this study is as follows:

"How do employees in municipal low-threshold services perceive their collaboration with The National Meditation Service in the implementation of youth follow-up and youth punishment?"

Method: This is a qualitative study with a social constructivist and hermeneutic scientific perspective. Six individual semi structured interviews were conducted with employees in municipal low-threshold services to gather empirical data. The informants worked in two different municipalities. The theoretical framework of the study is based on theories of collaboration and interdisciplinary cooperation.

Results: The informants in this study express varying experiences in their collaboration with The National Meditation Service in the implementation of youth sanctions. Employees from one municipality report a positive and beneficial collaboration that serves the vulnerable youth. In contrast, the other municipality in the study no longer has a collaboration with The National Meditation Service, and it is revealed that they had several negative experiences.

Conclusion: It may be concluded that the employees' experiences have resulted in one municipality having a positive and constructive collaboration while the other municipality terminated its cooperation in the execution of youth sanctions. To best assist this group of young people and prevent further criminal activity and social exclusion, it is crucial to continually work on and strengthen cross-sector collaboration.
