Omorganisering av HELFO 2015

Abstract

Den norske velferdsmodellen bygger på at det offentlige tar ansvar for de viktige samfunnsgodene som den enkelte innbygger har tilgang til. For å prioritere riktig er det viktig å ha et godt beslutningsgrunnlag slik at unødvendige kostnader unngås og beslutningene gir et tilfredsstillende resultat. Det er også et viktig element som skal sikre tilliten til det demokratiske systemet. Denne studien tar for seg politiske beslutningsprosesser som utgangspunkt og problemstillingen konkretiseres senere i form av to spesifikke beslutningsprosesser.

Det empiriske materialet baserer seg på kvalitativ analyse og problemstillingen undersøkes ved at det empiriske materialet drøftes opp mot utvalgte modeller. Formålet er at modellene skal forklare beslutningsprosessene. Konklusjonen skal si noe om hvilken modell som best kan forklare hendelsene som ledet opp mot avgjørelsene. En omfattende dokumentanalyse er gjennomført og oppgaven er bygd på offentlig tilgjengelig dokumentasjon.

Det teoretiske rammeverket i oppgaven er organisasjonsteori og vi søker en bredere innsikt i beslutningsprosessene gjennom å anvende denne teorien. Funnene i dokumentanalysen viser at prosessene som er tema i denne oppgaven i noen grad er gjenkjennbar i organisasjonsteoriene. Avhengig av om analysen gjennomføres på overordnet nivå eller et lavere nivå er avgjørende for hvilke teorier som best beskriver prosessene. Dette viser bare kompleksiteten i å forstå teorien bak og gjennomføringen av slike organisatoriske endringer i offentlig sektor.

The Norwegian welfare model is based on the public sector taking responsibility for the important societal benefits to which the individual citizen has access. To prioritize correctly, it is important to have a good basis for decision-making so that unnecessary costs are avoided, and the decisions give a satisfactory result. Another important element is ensuring confidence in the democratic system. This study deals with political decision-making processes as a starting point and the issue is concretized later in the form of two specific decision-making processes.

The empirical material is based on qualitative analysis and the problem is investigated by discussing the empirical material against selected models. Chosen models will explain the decision-making processes, where the conclusion will identify which model can in the best manner explain the events that led up to the decisions. A comprehensive document analysis has been carried out and the thesis is based on publicly available documentation.

The theoretical framework in the thesis is organizational theory and we seek a broader insight into the decision-making processes by applying this theory. The findings in the document analysis show that the processes that are the topic of this thesis are to some extent recognizable in the organizational theories. Depending on whether the analysis is carried out at a higher level or a lower level, it is decisive for which theories best describe the processes. This only shows the complexity of understanding the theory behind and the implementation of such organizational changes in the public sector.
