Styring for økt kvalitet i høyere utdanning - Ambisjoner, mål og virkemidler

Abstract

Oppgaven omhandler hvordan universitets- og høyskolesektoren i Norge ble styrt for økt kvalitet i forskning og utdanning i perioden 2000-2021. Den tar for seg myndighetenes forståelse av kvalitetsbegrepet i UH-sektoren. I oppgaven gjennomføres det en tematisk analyse med fokus på fem undertemaer:

• Frihet, autonomi og mindre statlig styring • Struktur • Studentene skal lykkes • Finansiering, insentiver og kontroll • Arbeidslivsrelevans

Analysen går systematisk gjennom alle temaene, og ser på hvordan kvalitetsbegrepet blir brukt i fire utvalgte stortingsmeldinger og om og hvordan forståelsen av begrepet har endret seg over tid. Vi ser også på ulike tiltak som har blitt iverksatt for å heve kvaliteten i sektoren og på samsvar og forskjeller i virkemidlene som brukes i styringen av sektoren.

This master`s thesis deals with how the university and college sector in Norway was managed for increased quality in research and education in the period 2000-2021. It also deals with the authorities' understanding of quality in higher education. In the thesis, a thematic analysis is carried out with a focus on five sub-themes:

• Freedom, autonomy and less government control • Structure • Student success • Funding, incentives and control • Working life relevance

The analysis goes systematically through all the themes, and looks at how the concept of quality is used in four selected white papers and wheter and how the understanding of the concept has changed over time. We also look at various measures that have been implemented to raise quality in higher education and at both conformity and differences in the instruments used in the management of the sector.
