Omstilling til nullutslipp i Stord Hamn

Abstract

I 2023 vedtok Stord kommune å bli en nullutslippskommune innen år 2030 (Klette, 2024). Da jeg leste om dette vedtaket, ble jeg nysgjerrig på hva et slikt vedtak ville medføre av eventuelle endringer for Stord Hamn. Formålet med oppgaven er å belyse hvilke muligheter og hvilke utfordringer vedtaket kan medføre for Stord Hamn. Det teoretiske rammeverket vil ta for seg politikk, plan, innovasjon, strategi og «Det grønne skiftet». Masteroppgaven er utarbeidet som en kvalitativ studie og mine informanter er fra flere av de største aktørene i havnen, en informant fra Stord kommune og en politisk informant. Med utgangspunkt i kommunen sitt vedtak om omstilling til nullutslippskommune vil oppgaven ta for seg følgende problemstilling: Hvordan kan en omstilling til nullutslipp i Stord Hamn realiseres og hvilke utfordringer og muligheter er involvert i denne prosessen? Analysen viser til funn som bekrefter at omstilling til nullutslipp i Stord Hamn har et potensiale for å kunne gjennomføres. Det er funnet en rekke muligheter, men også flere utfordringer for aktørene i havnen og for havnen selv. Funn i analysen gjør det rimelig å anta at det må en endring til på et høyere systemnivå og gjennom offentlige reguleringer og med økonomiske virkemidler for å få etablert et fullverdig nullutslippssamfunn. Oppgaven konkluderer videre med at Stord Hamn har gode muligheter til å omstille seg til nullutslipp og samtidig bidra med en verdi i enden på denne omstillingen. Omstilling til nullutslipp med kartlagte og ikke kartlagte muligheter og utfordringer, konkluderer med å holde på etablerte bærekraftmål og utvikle forretningsstrategier som supplerer disse. Forretningsstrategier innenfor sirkulær økonomi er i denne oppgaven avgrenset og det er vist til at forskning på sirkulærøkonomi i havnen kan være et nytt grunnlag for en forskningsoppgave.

In 2023, the municipality of Stord decided to become a zero-emission municipality by 2030 (Klette, 2024). When I read about this decision, I became curious about what such a decision would entail in terms of potential changes for Stord Port. The purpose of the study is to highlight the opportunities and challenges that the decision may bring to Stord Harbour. The theoretical framework will address politics, planning, innovation, strategy, and "The Green Shift." The master's thesis is conducted as a qualitative study, and my informants are from several of the largest actors in the port, one informant from the Stord municipality, and one political informant. Based on the municipality's decision to transition to a zero-emission community, the thesis will address the following research question: How can a transition to zero emissions in Stord Harbor be realized, and what challenges and opportunities are involved in this process? The analysis reveals findings that confirm the potential for transitioning to zero emissions in Stord Port. There are numerous opportunities identified, but also several challenges for the actors in the port and the port itself. Findings in the analysis suggest that a change at a higher systemic level is necessary, along with public regulations and economic measures, to establish a fully-fledged zero-emission community. Furthermore, the thesis concludes that Stord Port has good opportunities to transition to zero emissions while also adding value at the end of this transition. Transitioning to zero emissions, with both identified and unidentified opportunities and challenges, is concluded to align with established sustainability goals and develop business strategies that complement these goals. Business strategies within the circular economy are delimited in this thesis, and it is suggested that research on the circular economy in the port could provide a new basis for a research project.
