dc.description.abstractNorsk: Senter for praksisrettet utdanningsforskning (SePU) ved Høgskolen i Hedmark har gjennomført en evaluering av tilpasset opplæring i forholdet mellom vanlig undervisning og spesialundervisning i Lillehammer kommune. Lillehammerkommune har hatt en markant økning i vedtak av spesialundervisning og ressursfordelingen til det etter innføringen av Kunnskapsløftet. I skoleåret 2006/2007 ble det brukt 20 375 timer til spesialundervisning i kommunen, mens det i skoleåret 2010/2011 ble brukt 38 569 timer. Kommunens formål med dette forskningsarbeidet er å legge tilrette for et utviklingsarbeid der kvaliteten på undervisningen skal inkludere en større andel av elevene i det ordinære opplæringstilbudet. Evalueringen ble utformet for å besvare følgende problemstillinger: ·· Hvilke faktorer tilknyttet elevgrunnlaget, driften av grunnskolene, læringsmiljøet og gjennomføringen av den vanlige undervisningen kan forklare den høye forekomsten av spesialundervisning i Lillehammer kommune? ·· Gir den store andelen ressurser som i dag brukes på spesialundervisning de ønskede resultater, og er denne ressursfordelingen likeverdighet i forhold til de øvrige elevene i grunnskolen? ·· Hvilke tiltak kan kommunen iverksette for å bedre kvaliteten på både den vanlige undervisningen og spesialundervisningen? I denne rapporten presenteres resultater fra evalueringen av tilpasset opplæring generelt, med særlig fokus på spesialundervisning i Lillehammer kommune. Målet med evalueringen har både vært å identifisere faktorer som forklarer situasjonen slik den er i dag og å fremme forslag til mulige tiltak for å forbedre kvaliteten på opplæringstilbudet i Lillehammerskolene. For å gi svar på de tre problemstillingene er forskningsdesign satt sammen som en kvalitativ metode preget av triangulering ved at kvalitative og kvantitative dataene utfyller hverandre. De kvalitative dataene er knyttet til intervjuer av skoleeieradministrasjonen, skoleledere, lærere og PP-tjenesten og en casestudie av spesialundervisning, gjennomført ved en barne- og en ungdomsskole. Videre er det foretatt en dokumentanalyse av sakkyndige vurderinger, individuelle opplæringsplaner og halvårsrapporter i studien. De kvantitative dataene presenteres som resultater fra nasjonale prøver, eksamen, elevundersøkelsen og GSI data relatert til spesialundervisning. Skoleeier har foretatt en snuoperasjon ved at den økonomiske tildelingsmodellen for inneværende skoleår er overført til den ordinære opplæringen, da ressurser for vedtak om spesialundervisning i 1–5 timer per uke inngår i den ordinære ressursrammen. Dette er gjort med en begrunnelse om å styrke den ordinære opplæringen, da man ikke har fått tilleggsressurser når vedtak om spesialundervisning økte gjennom Kunnskapsløftet og man ønsker at flere elever får dekket sine behov innenfor den ordinære undervisningen. Informantene på skolene er i all hovedsak fornøyd med denne endringen og de forteller at de klarer å gi et mer fleksibelt opplæringstilbud. På bakgrunn av datamaterialet vil vi i sammendraget besvare problemstillingene som følger. Den høye forekomsten av spesialundervisning etter Kunnskapsløftet kan knyttes til følgende forhold: Skolene i Lillehammer formidler et ønske om å drive inkluderende skoler, men normalitetsbegrepet blir på mange skoler praktisert i en for snever forståelsesramme slik at mange elever blir vurdert til å ha behov for spesialundervisning. En opplevelse av økt fagtrykk i Kunnskapsløftet er en faktor som har økt forskjellen mellom ønsket og reell praksis i skolene. Videre har skolene og PP-tjenesten ikke utviklet et god nok systemrettet arbeid, for eksempel i førtilmeldingsfasen. Det er store mangler ved vurderingsarbeidet av spesialundervisningen. Dette fører til at spesialundervisning sjelden avsluttes og at elevene mottar spesialundervisning gjennom hele grunnskolen. Den store andelen av ressurser til spesialundervisning skyldes til dels juridiske og økonomiske faktorer og ikke pedagogiske begrunnelser eller begrunnelser knyttet til elevenes læringsutbytte. I rapporten foreslår følgende områder for tiltak for å bedre kvaliteten på den ordinære opplæring og spesialundervisningen: Det er behov for å arbeide med å utvikle en analytisk og situasjonsorientert tilnærming til pedagogiske utfordringer blant ansatte i skolene og PP-tjenesten. Sakkyndighetsarbeidet må i større grad forankres i pedagogisk forskning. Det er behov for å utvikle systematisk kvalitetsvurdering for læringsutbytte for elever med vedtak om spesialundervisning. Utviklingen av det systemrettete samarbeidet mellom skole og PP-tjenesten bør knytte seg til kompetanseutvikling i skolene, og PP-tjenesten bør få et klarere systemrettet mandat. I arbeidet med tidlig innsats må skolene og PP-tjenesten arbeide systematisk og forebyggende for å finne frem til hensiktsmessige pedagogiske tiltak.no_NO
dc.description.abstractEnglish: Centre for Studies of Educational Practice (SePU) at Hedmark University College has carried out this evaluation of adapted education in the relation between ordinary and special needs education in primary schools in Lillehammer. Lillehammer municipality have had increase the scope of special needs education after the introduction of Knowlegde Promotion. In the school year 2006/2007 was spent 20,375 hours to the special needs education, while in school year 2010/2011 amount of 38,569 hours. The school owner intention of this research will follow a project to improve the quality of the ordinary education includes a greater part of students. The evaluation was methodologically designed to answer the following issues: ·· What factors associated with students, the operation of primary and secondary schools, learning environment and the implementation of the ordinary teaching may explain the high incidence of special needs education in the schools in Lillehammer municipality? ·· Provides the large proportion of resources that are currently used on special needs education considered necessary results, and give the distribution of resources equality to all the students in school? ·· What actions can the municipality obtain to improve the quality of both the ordinary education and special needs education? This report presents results from the evaluation of adapted education in general, with a focus upon special needs education in Lillehammer municipality. The aim of the evaluation has both been to identify factors that explain the situation as it is today and to propose possible measures to improve the quality of ordinary education in the schools. To provide answers to the three issues, it is put together a research design as a qualitative method and characterized by the triangulation in which the qualitative and quantitative data complement each other. The qualitative data related to interviews with school owner administration in the municipality, headmasters in school, teachers and educational psychological services, and a case study about special needs education. Furthermore, it conducted a document analysis of expert assessments, individual education plans and semi-annual reports. The quantitative data are presented as results from national tests, exams, survey of students’ view on education and GSI data related to special needs education. The school owner made a turnaround in the economic allocation model from this current school year 2011/12. The additional founding to decision of special needs education from 1–5 hours per week is transferred to the ordinary financial model. The argument is to encourage schools to strengthen the ordinary education, when the special needs education increase none extra financial founding was given. The aim of the movement is regard to this project to include more students’ in ordinary education. Informants in the schools are mainly satisfied regard to that they are able to provide a more flexible education. On the basis of the evaluation we will answer the research question that follows. The high incidence of special needs education after implementing the Knowledge Promotion can be linked to the following conditions: The schools in Lillehammer conveys a desire to engage inclusive schooling, but the normality concept is in many schools practiced in a too narrow framework of understanding that many students will be assessed as having special needs. A perception of increased notion of educational outcome in the Knowledge promotion is a factor that has increased the difference between the desired and actual practice in schools. Furthermore, schools and educational psychological services have not developed a good enough system-oriented work, such as the process before referrals. There are major deficiencies in the assessment work of special education. This means that special needs education rarely ends and that students receiving special education throughout elementary school. The large proportion of resources to special needs education due in part to juridical and economical factors and not educational reasoned or reasons related to student learning outcome. The report proposes the following areas for development to improve the quality of ordinary education and special education: There is a need to work to develop an analytical and situation-oriented approach to educational challenges among staff in schools and educational psychological services. Expertise work must be more rooted in educational research. There is a need to develop systematic quality assessment of learning outcomes for students with special needs education. The development of a systematic cooperation between school and educational psychological services should relate to the development in schools, and the educational psychological services should have a clearer system-oriented mandate. In working with early intervention schools and educational psychological service should work systematically to find appropriate educational actions.
