Idealtilstanden - finnes den? Ledernes oppfattelse av tilstanden i voksenopplæringen

Abstract

I denne oppgaven settes det fokus på oppfatninger om idealtilstanden hos ledere i voksenopplæring. Bakgrunnen for undersøkelsen er NOU 2010:7 Mangfold og mestring, som konkluderer med at det er et betydelig behov for å endre organiseringen av voksenopplæringen. Det ble satt opp empirisk forventninger til ledernes oppfatninger ut fra de organisatoriske perspektivene; det instrumentelle, det kulturelle og det mytiske. Et strategisk utvalg på sju ledere i voksenopplæring ble så dybdeintervjuet. Spørsmålet om hva lederne betrakter som idealtilstand frembrakte empiri som viste at lederne i voksenopplæringen oppfatter idealtilstanden som opprettholdelse av en tilstand og ønsket om endring av tilstand. Usikker ressurstilgang krever mye administrasjon og skaper usikkerhet i organisasjonen. Et flertall av lederne uttrykker også at voksenopplæringen ikke regnes som fullverdig skole og at idealtilstanden har å gjøre med at de ønsker å sidestilles med andre skoler. Det ble også gjort funn der tilstanden i voksenopplæringen oppfattes som god på tross av begrensninger i ressurstilstanden, noe som leder oppmerksomheten mot andre faktorer i forvaltningen

Engelsk: In this thesis the focus is on perceptions of ideal condition with leaders in adult education. The survey was NOU 2010: 7 Mangfold og mestring which concludes that there is a significant need to change the organization of adult education. It was set up empirical expectations for leaders' perceptions from organizational perspectives; the instrumental, cultural and mythical. A purposive sample of seven leaders in adult education were then interviewed in depth. The question of what leaders see as ideal condition brought about empiry showed that leaders in adult education perceive the ideal state that the maintenance of a state and wanted a change of state. Sure resource access requires a lot of administration and create uncertainty in the organization. A majority of the managers also states that adult education is not regarded as full-fledged school and the ideal condition has to do with the fact that they want to be compared to other schools. It was also finds where the state of adult education is perceived as good in spite of the limitations of resource condition, which leads attention to other factors in management.
